What this is
Run the back of your hand over the hood of a clean car. If it feels like fine sandpaper rather than glass, that is bonded contamination — microscopic iron particles, sap, and overspray that have physically embedded in the clear coat. Washing does not remove it because it is no longer sitting on the surface.
Chemical decontamination dissolves the iron; clay lifts the rest mechanically. Together they take the paint back to genuinely clean.
This is also the mandatory prep step before any sealant, polish or coating. Sealing over contamination locks it in for the life of the sealant, and coating over it wastes an expensive product.

Does clay bar scratch the paint?
Not when it is done with enough lubricant and the clay is replaced the moment it is dropped or loaded up. Done dry or with dirty clay it absolutely will, which is why it is not a driveway job.
How often does a car need this?
Once a year for most, twice if it lives outdoors near trees or a highway. It is a reset, not a routine.
