New cars are not delivered perfect. They are washed on a dealer lot, usually with one bucket and one sponge for the whole row, and most arrive with light swirls already in the clear coat.
Correcting that now — while it is a single light polish rather than a full multi-stage — and then locking the finish under a coating is the cheapest that protection will ever be for this car.
The interior half matters just as much and gets forgotten: fabric protection on new carpet and seats means the first spill sits on top instead of soaking into virgin fibers.

My dealer offered a paint protection package — is this the same thing?
Usually not. Dealer packages are frequently a sealant applied over unprepped paint by the same lot crew, sold at a coating price. Ask what the prep is. If the answer is not "decontamination and machine polish", it is not this.
How new does the car have to be?
There is no cutoff — a two-year-old car in good condition gets the same benefit. "New car" just describes when the value is highest.
